SEC halts Telegram's Gram Oct 11, 2019
On October 11, 2019 the SEC obtained a temporary restraining order against Telegram, saying its Gram sale was an unregistered securities offering. Telegram later returned money to investors and paid an 18.5 million dollar penalty.
